Season: No, I think that is on purpose. You can set the weather differently for each world.
Smartphones:
The Rebel Skin Bug I can't reproduce without having to lower/avoid Rebels and Rebel actions so I can attempt to trigger the award again, but from the looks of things, that doesn't seem possible. You can lose your social title rank (whichever title they give you for being a Level 2 Nerd, for example), but once you get that star/reward for it, the bar seems locked in and can't go lower than that from what I've observed.
The Camera Bug is reproducible for me, and it goes both ways too. I had pictures on the phone from the home world that were deleted upon traveling to University just now.
The Blog App freeze seems to have fixed itself with a game reload (i.e. quit and close the entire game and reload it), so I don't know what happened when I first tried it that caused my Sim to freeze.
Inventory:
It's the bug where your Sims' items in their personal inventory gets put in a different order, and sometimes ends up causing an item or two to get deleted. For example, I always have their high school degree be the first item in their inventory. Upon traveling to University, much like with WA, that object gets moved to a different spot in the inventory.
Spray Painting:
Yup, reproducible. At least I was able to reproduce it several times while the same cop was on the lot my Sim was tagging.
