What does it mean by 'Decrypt'?

i recently deleted my sims 3 game from my laptop as i needed to review the way i used the memory on my laptop. Anyway, ive been attempting to re-install it with EA download manager and now im stuck. It says 'decyrpt' and remains at 0% percentage and has done for a while, what do you suggest i do?
