when i am downloading sims 3 on orgin it will reach to about 63 percent and then jump back
when i am downloading sims 3 on orgin it will reach to about 63 percent and then jump back down to 40 why is this happening?

Please uninstall and reinstall the Origin client. This solves most download issues.
