Whenever the Discovery Quests are active my sims can't play chess. Soon as the quest are over I can play chess again. I'm playing on a Windows laptop.

So, my sim is able to use a chess table as long as it's not a lot that I have placed down from the gallery. However, if I do place down a lot from the gallery, my sim is NOT able to use the chess table because they, "do not have permission to use this object". I have tried troubleshooting and nothing seems to be working. I don't have mods or cc installed. Also, when I try to replace said object in build mode, it will not let me remove the chess table nor can I place down a new one. Please help, I am going crazy.
To add: Once I place down that lot and leave after trying to use the chess table; I'm not able to use a chess table on my sim's home lot.
I am having the same problem. Started a new game, new save file, still unable to use chess table at Willow Creek Library, but chess table at the Mt Komeburi park works ok.
I just started having this issue after the 10/22 update; my sim "does not have permission to use" chess tables on community lots, celebration centers, or unplayed sim households. Brand new save, no mods/CC. I do have the Grim event quest, and I have Discovery Quests disabled.

Steps: How can we find the bug ourselves? Have the rewards event ongoing, go to a community lot with a chess table.
What happens when the bug occurs? My Sim does not have permission to use the chess table.
What do you expect to see? I expect that my Sim can use chess tables at community lots (honestly, even at other Sims houses I have been able to use their chess tables in the past).
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I am still working on the Reaper's Rewards events. When I go to a community lot, I can't use the chess table because I don't have permission. If I save and exit the game and load into the community lot, I can use the chess table. I believe it's related to the event but not 100% sure.
It appears that the Reaper event is causing Chess to be unplayable except on a Sims home lot. Forcing players to WAIT UNTIL IN GAME WEDNESDAY TO TAKE THE NEXT STEP IS A TERRIBLE CHOICE, DEVS.
Also, it would be GREAT IF THIS THREAD WAS EASIER TO SEARCH FOR. In general it's so hard to find anything on this site because the thread titles are all over the place. Maybe because there are such a vast number of bugs...

Yes, yes I know this post is dripping with sarcasm but my frustration is about tapped out. Sarcasm is the best I can do when nearly every day I have to run to the internet to find a workaround for some new issue. It's CONSTANT and it's not what anyone would call fun.
Hey just popping in to say I'm having the same issue. My game is up to date. I cannot use chess boards on any community lots nor outside community lots (such as the ones in Crow's Crossing). Other sims are using them, but the interaction is greyed out for played sims. A hover over the greyed out icon states "sim doesn't have permission to use this object."
There are some mods to fix the issue out there so it does appear to be a known issue in the community.

Steps: How can we find the bug ourselves? Click chess table, see greyed out option, cannot confine. Also “play with” is an endless loop of not working
What happens when the bug occurs? Nothing as it cannot be used
What do you expect to see? Sims should be able to use the chess table
