[ARCHIVED] [FR] 'Not Expanded to OPS' when trying to place roof on rental

I have not, I’m in the middle of the Tiny Town Challenge but it’s also happening in shared spaces.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.250.1020
What expansions, game packs, and stuff packs do you have installed? All except Horse Ranch, Werewolves, Journey to Batuu, and Crystal Creations.
Steps: How can we find the bug ourselves? As a property owner create a lot with 6 template rental units. As a tenant, move into one of the template units and begin building.
What happens when the bug occurs? When trying to use the roof tool I receive an error saying "not expanded to ops". After receiving the error strange glitchy half walls and random roof pieces appear while building.
What do you expect to see? To be able to build and place roofs normally while in build mode as a tenant.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

As explained, build mode as a tenant is completely broken. Trying to use the roof tool wields strange half walls I can't interact with and random roof pieces not placed by me. In the image I have selected a roof piece to show how two roof pieces spawned intersecting one another after getting the error message. the random half walls also continually appear as I continue editing walls and rooms after receiving the error as well. 

Also having this issue! In the middle of the Tiny Town challenge as well. I am unable to edit the roof of one rental unit, even with the resident evicted. I'm assuming this means I have to evict all of my Tiny Town residents (and delete all the stairs in their homes?) just to edit the roof of one residential rental unit, which is SO incredibly annoying. 

I love how the Tiny Town Challenge is making all of the FR bugs so blatantly obvious... 😬

Steps: How can we find the bug ourselves? Go into build mode in a residential lot, either from live mode or from manage worlds, and try to add or edit the roofing.
What happens when the bug occurs? When attempting to edit or add a roof, a red pop up shows up that reads "not expanded to ops". While in build mode on a residential rental property, I cannot edit/add roofs. Neither as a tenant or when playing as the property owner. If I go straight into build/buy from manage worlds instead of choosing a household, I get the same error. If I exit a lot and then reenter, the roofs I "added" previously, but got an error on, are not all visible, but still cannot be edited, only deleted.
What do you expect to see? I should be able to add and edit roofing on a lot, especially as the property owner.

I have seen old work arounds online talking about having your sims purchase the property and then editing, that did not work. I saw something about removing stairs, that did not work. I saw something about evicting all the sims on the lot, then edit, then move everyone back in. I refuse to do that. This has clearly been an issue for years in the City Living pack, so fix it.

I've sent the file to TheSimsDirect. the error message only happens if I try to add a roof if at least one unit is hidden. If all of them are shown, the bug does not occur.
