[ARCHIVED] [FR] 'Not Expanded to OPS' when trying to place roof on rental

Steps: How can we find the bug ourselves? I have a residential rental with 2 units on it and a shared building. When trying to add or alter any roofing you get a message saying "Not Expanded to Ops".
What happens when the bug occurs? I am unable to add or make adjustments to roofs when you leave the lot and got to managed worlds or to another lot all the roofs you tried to edit appear. You can remove them but cant manipulate them visibly. Every time you edit the roof you have to go out to managed worlds and load back in and you can only edit one piece in one direction at a time.
What do you expect to see? Add roof and be able to edit and manipulate as needed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I read previous forums and have tried deleting stairs, this doesn't work, I have tried loading in from the property owners view, that does not work, this happens on the rental lot as well as the "shared" building I have on the lot.
