The cake MUST be on a Table, and sometimes in a specific spot on that table for it to work.  And they still sometimes don't cut the cake and share it, just swipe the topper off (though it does give event credit for "Take the first slice".  I have had it work from a Counter, once.  it has never worked one a Bar since it was broken some time around the Vampire GP.

    I just realized my issue. Didn't click on the cake and select "cut a slice.  Then they cut the cake and took the first slice, and then you got the credit for i  (facepalm) But yes, it does have to be on a certain surface and center of the tabl  or counter.
