How often does the bug occur? Every time (100%)
What is your current game version number? 1.78.58.1030
What expansions, game packs, and stuff packs do you have installed? I own every single Expansion, Game, Stuff, Free, and even the kits, except for Grim's ghoulish guitar.
Steps: How can we find the bug ourselves? Usually when I load up a game, or Start a new game, a random Orange Caution symbol(Incomplete lot) will appear in a random part on residentals homes that havent moved in yet of the overview world, examples: Newcrest, Forgotten Hollows, etc.
What happens when the bug occurs? When I click the build button where it says lot incomplete. the house/building that is usually seen in the overworld disappears then moves onto the next lot, and repeats.
What do you expect to see? Incomplete symbols hovering over lots only related to community like lots, example: Park, Bar, Library etc. and homes that are shown on overworld maps to stay exactly where they are as soon as I enter build mode, and still stay there when I am done with build mode for the day.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. When testing to make sure this bug had stopped, I decided to remove my custom content only to make sure if the bug still showed up even without the custom content/mod and it still appeared.
This bug has been driving me nuts I was really hoping that this bug would be fixed in the other update that was released about a day or two if I am not mistaken correctly. If anyones reading this please give me a step by step tutorial because I am not good at managing stuff when it comes to these types of things in the Sims 4 files
Actually I finally found the solution after reading a couple of helpful details, apparently it had nothing to do with the "Mods" the entire time. I simply had to D E L E T E the local thumb cache, but only if the unfinished/incomplete symbol appeared, when the lots looked fine before going into build mode. I Repeat, "Delete Local thumb cache" is what i had to do to fix this.
As soon as I delete localthumbcache.package it repeared as soon as i started game, and then spreaded more unfinished/incomplete lots in my new game THIS IS REALLY STARTING TO DRIVE ME CRAZY
