[ARCHIVED] Orange/Green Exclamation signs over lots / Houses disappear

When I go to the world view all the lots have a warning icon over them either green or orange. I cannot move a sim into any lot. When I go to play a family the lot completely disappears whether it be an EA-made lot, a lot I made myself, an apartment, or a community lot, the building there is completely gone. I have no mods and I have tried to repair my game. This did not work.
