Having this same issue along with many others.  This July patch(es) really wrecked havoc with the game.  I have never seen anything like this before.  WAY too many game-breaking bugs and it's very frustrating to say the least.

    My original couple, that was made before the latest pack don't have issues with decay, but any Sim created afterwards is having this issue.

    For the past few days, I've maxed out their turn-ons, and haven't used a single turn-off. The decay is still formidable. But I'm trying to believe that my pseudo-solution is at least HELPING.

    Also struggling with this. Sims are happy in the relationship and yet it goes down to zero within 1-2 Sims days

      That an improvement on mine 

      it literally like mine kiss and it like 80% full they stop the kiss and it goes down to into the red within seconds

        Update 

        they are now divorced
