I wonder if this is related to the other bugs with stuck sentiments?
Apology should be available while there is a negative sentiment active. Apologizing reduces the sentiment's duration but doesn't eliminate it, so it's possible to have the option available repeatedly. But, it should disappear when the sentiment expires.
I think it has something to do with the sentiments bug.
I think the apologies and insults are happening because there are sentiments that do "undying grudge" in the internal data, so I would be happy if I could find a way to make those sentiments go away.
