[ARCHIVED] Toddlers have level 5 Movement skill but walk like level 1

How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.185.1030
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Have a toddler with max movement skill 5 get energised and run around (such as toddlers with the wild trait).
What happens when the bug occurs? Instead of running fast, the toddlers will wobble around slowly using level 2 movement animations.
What do you expect to see? I expect to see toddlers running around fast using level 5 movement animations. They are able to use these when not in an energised mood.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This has been a bug I've noticed for a while. Probably around since the bug with jittery toddler movement was fixed or even before that and this wasn't fixed along with that.
