Toddlers have level 5 Movement skill but walk like level 1

Free time I had so I tested this and this is still an issue in the latest update.

The bug still exists in the latest patch since we had patches come out. Also I've got a custom avatar now. My sim Jack Zhang from sims 3. It's still me just with my favourite sim as my avatar now :)

This bug is still in the latest patch. Tested with clean folders. The other bug still exists with toddlers asking to be picked up while talking. Couldn't post there since it says I reached the max number of posts error. Try again later. Is this a known problem with max posts?

I also tested this bug and still happens in the latest patch. Clean folder. Thanks for waiting for my test. I've been busy the past few days and I didn't have time to test these bugs to see if they were fixed but not mentioned on the patch notes.

This has been going on in my game for a long time now. Toddlers with maxed motor skill will inevitably, at times, revert back to toddling slowly around like they are level 1. Very frustrating as it takes them forever to get anywhere. I never previously paid attention to whether or not it's tied to moodlets as the reporter indicated, but it's happening right now in my game and the toddler is "Energized". So that lines up in my game with what the original reporter indicated.

This ticket was marked as "Under Investigation" 7 months ago but I haven't seen or heard anything about this issue since. Any status update on the investigation into this? 

So the bug is definitely linked to moodlets. In my game, my toddler was "Energized" and walking like she had a Level 1 Movement Skill. I cheated away the "Energized" moodlet and she immediately began walking correctly - like a toddler with Level 5 Movement Skill.
