Same here. Just noticed it today. They call up to retire and then the sim seems to reset and no retirement. Also I've noticed quite many new bugs, minor, but annoying.
I have this bug. So I removed all my mods, and my Sims still can’t retire.
I recently wrote in another post with the same problem that Carl's released a sim retirement bug fix for this issue, I don't know if this will help you, but it's a quick solution for now I guess

CM Edit: AHQ Does not allow links to mods.
Same problem, started new world new sims, still had same problem, restarted game still same problem... don't use mods.
