How often does the bug occur? Every time (100%)
What is your current game version number? The latest
What expansions, game packs, and stuff packs do you have installed? Everyone except the stuff packs
Steps: How can we find the bug ourselves? Move a platable household into a rental residual lot
What happens when the bug occurs? Utilities are cut off
What do you expect to see? When you move the household into a rental lot, the option to pay bills never show up on the mailbox or phone
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. With the new expansion pack

I’m playing on a completely vanilla game and having the same problem plus a bunch of other ones relating to this pack.
