[NEEDS SAVES] [GF] Fame not progressing

I am having trouble getting my sim's fame level to increase past level 3. They have got the little green bar up to the 4th star, but It won't level up to give me the 4th fame level no matter what I do to gain fame. I play with no mods or cc and never have. I have got the latest update of the game and I own all the packs except the kits and high school.

My sim is at the B-Lister level of fame and is on the verge of ranking up to Proper Celebrity. However, she has the maximum number of fame needed to become a Proper Celebrity but it isn't working. I've had her do things to bring her fame up for several in-game hours but she just isn't leveling up. Please help!

What happens when the bug occurs? Do actions that increase Fame, Icon for Fame increase appears, fame meter doesn't move
What do you expect to see? Fame meter should slowly increase

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Tried removing mods and starting a new character. Removing mods doesn't do anything, but starting a new character does

I've been stuck on fame level 2 for a while now and nothing I do increases my meter. I've been daily doing social media actions, talking to people, and after numerous in game days, the meter hasn't moved at all. The same has been happening with my reputation meter, and I've noticed it actually decreases because my sim seems to be hated by another and gets into frequent fights. It's been slowly ruining my character, and nothing I do seems to fix it.

What expansions, game packs, and stuff packs do you have installed? Every one except Werewolves, star wars and realm of magic. paranormal, spooky and crystal creations.
Steps: How can we find the bug ourselves? I have not gained any progress on the fame wheel nor the reputation wheel despite using multiple interactions which should earn me points. I do get a notification however.
What happens when the bug occurs? I get a notification that I earned a fame point but I do not actually earn a fame point nor anything towards my reputation.
What do you expect to see? I clicked on the phone option to add to simstory, I see the green notification that I earned credit towards my fame, I checked the fame bar and nothing was there dispute several attempts.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
