Yeah this just happened to me with a challenge family. Heiress moved away from her parents and momma passed away, got the notice and the asking about inventory and it kept popping up even after I replied to move the inventory into the parents' household.
I had to give up the sim's inventory to move on (so to speak) so definitely a bug with the keep inventory option.
