NPC Sims fighting randomly

How often does the bug occur? Every time (100%)
What is your current game version number? 1.108.349.1020
What expansions, game packs, and stuff packs do you have installed? Lovestruck, Growing Together, Cottage Living, Cats & Dogs, Seasons, City Living, Get to Work, Discover University, Get Together, Eco Lifestyle, Vampires, Realm of Magic, Dream Home Decorator, Parenthood, Outdoor Retreat, Home Chef Hustle, Laundry Day, Backyard, Toddler, Romantic Garden, Nifty Knitting, Luxury Party, Kids Room
Steps: How can we find the bug ourselves? Go to a public lot, I have noticed it in Community Lots and Bars mostly
What happens when the bug occurs? NPC Sims (not the Sim I am currently playing) will begin fighting each other randomly. Sometimes it will be between Sims with high friendship status, and the fighting is always unprovoked and seemingly out of nowhere.
What do you expect to see? During gatherings of Sims, I normally don't expect for them to fight so frequently and at random. I did check to see if the neighborhood had voted for Roughhousing Encouraged, but that policy was not in effect in any neighborhood the fighting occurred in.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. This began after the update on July 26 (1.108.335.1020 ). After that patch, Sims began autonomously being mean to one another - regardless of high relationship. This issue was fixed with a later patch, but the Sims in my game continue to get into physical fights - without the autonomous mean interactions.

After the update on July 26, my Sims began getting into autonomous mean interactions with one another. A later patch fixed this issue, including in my game, but my Sims continue to get into fist fights with each other. Now that the autonomous mean interactions are gone, it's seemingly out of nowhere. Some fights occur between Sims with high friendship statuses, others between randoms. It makes public lots like bars incredibly laggy as each Sim not participating in the fight reacts to it. Traveling outside of the home lot renders the game unplayable

    I am playing the Lovestruck ep and I found out a glitch/bug when you are in live mode if you speed it X3 when townies are talking to each other or when they are speaking to your sim they will start mean interactions and then start a fight. 

    I am not playing with mods and have my mods disabled as an option in the game 

    this does not allow me to play the game correctly as it conflict with the game progress

    @thebleu_phoenix Do you have the Eco Pack and if so, what NAPs do you have ?

    What version is your game ? You can find this on the main menu in the lower right corner.

    @crinrict No, they will just walk up and start fighting. I believe I may have seen one instance where someone was already angry, but the majority of the time there aren't any angry indicators before.

    @chloeisabella97 That looks extremely odd

    Do you have a save shortly before the fight starts you could share with me ?

    No worries about the video size. You can make them bigger by clicking in the lower right corner of the video once it's running.
