[OPEN] Sims don't form relationship/get engaged through call

Steps: How can we find the bug ourselves? Introduce two sims (ask about sim: talk up, ask about sim: hook up) and then wait for the phone
What happens when the bug occurs? Sims don't know each other
What do you expect to see? Sims to form relationships and get engaged
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
So I have a new glitch with the "found an engagement ring" phonecall, but there's also a problem with story progression in general.
So the setup: My sim marries Jade Rosa, leader of Partihaus. She invites Megumi Ito to join Partihaus. I find out Megumi's husband is dead (Another issue: Npcs doing yoga outside freezing to death. also meditation and I think basketball too, any outdoor activity done in athletic wear) so I introduce Megumi to Paolo Rocca (I select about sim: talk up Paolo and about sim: hook up with Paolo, they're in the same club so she immediately interacts with him and get confirmation that it works through pop ups and moodlets). At a later club meeting I ask Megumi what she thinks of Paolo... and she says she hasn't been introduced to him. Okay, maybe I was mistaken, I quit without saving or something. I introduce the two again and get confirmation. The next day I get a phonecall from Megumi found an engagement ring... in ____'s bag. No name, just underscores. I assume it's just a text glitch and she is talking about Paolo. I say she should accept the proposal, and then I save the game (a new save, so I don't override the pre-engagement file in case this file is now bugged) and switch over to the Ito household, to see if she is actually engaged to Paolo. Lo and behold, she doesn't even know him.
Other features in Neighborhood progression work: Megumi called Jade and asked if she should have a child twice while her husband was alive, and two babies were added to her household. Before my sim (named Kayden if it matters) married Jade she called him asking if she should change job, I said yes and when they got married she was an astronaut (before it was business). Story progression doesn't seem to work correctly when it comes to relationships for some reason. Does it matter if it's a played or favorited household? are relationships culled from sims in the other household category, if the relationships aren't with someone in the My household tab? When I switched over to the Itos Megumi only knew her family and the two sims in my household. I'm gonna go back to the pre engagement file, add the Ito's and Partihaus to my favorites, and see if it retains relationships.
Edit: So I went back to the old save file... and Megumi and Paolo were in a relationship (or romantic interests at least). So at some point between the old save file (which was saturday night in-game) and the new save file (which was monday evening) Megumi and Paolo completely forgot each other existed... and apparently Paolo hit on Kayden or vise versa. I don't know if that bugged phone call affected their relationship, or something else (my sims went to the sunday flea market and then went to work monday) or maybe every week on sunday/monday relationships are culled.
Edit 2: I managed to pinpoint a more specific time. At some point between 2:00 AM and 6:00 AM Paolo and Megumi forget each other. I think favoriting both household (Even one might work) can be used as a workaround to preserve relationships. I'll play more and see if they get engaged properly (I have received engagement phone calls pretty consistently, with the blank name bug)
