My Incredibly Friendly Sim has this, though strangely she had a brief moment where the game would count her friends. I haven't been able to replicate that again though.

    Hi there,

    Indeed, I've also been having this issue. But, in case my experience could be helpful, the way I've worked it out is having a Rude Introduction with unknown teenager sims. From there, I can build up a relationship with them. The moment they get friends, I am rewarded with the aspiration counter.
