I have the same issue. It started after the latest update. I play with mods so I've played offline for a while waiting for all the mods to be updated. I actually play in sulani right now with my sim-family and there were never any issues before the latest patch.
I removed all my mods, started a new save file, but the issue still remains. I tested all the fishing spots I could find in Sulani. I also tried fishing in diffrent fishing spots in Oasis springs and Willow creek, and they work just fine. So it seems like it's only Sulani that is bugged out.
