I have the exact problem. My sim has a full pink bar and almost maxed out in friendship. I can do all romantic interactions except woohoo. ☹️ Edit: Just talked to my daughter she has Lovestruck and was able to woohoo Grim. I don't have Lovestruck and I can't so maybe it's a bug related to that.
