Sims with the "love the outdoors" trait can't enthuse about it.

If your sim has the "Want" to "Enthuse about the outdoors" the option disappears. If they don't have the "Want" then they can enthuse about the outdoors to their hearts content.  Platform:PC Which ...

It's strange, it also disappeared for me now as well. It is sometimes here, sometimes not, and I have no clue on why 😅
