The "Call Over" option is greyed out on Sims on different floor levels

Steps: How can we find the bug ourselves? 1. Launch The Sims 4; 2. Move in a Household with at least 2 Sims on a Residential Lot; 3. Build a house with 2 floor levels and a staircase; 4. Move Sim 1 on a floor level and Sim 2 on a different floor level; 5. Attempt to have Sim 1 call over Sim 2; 6. Notice that the "Call Over" option is greyed out.
What happens when the bug occurs? The "Call Over" option from the Social Pie Menu is greyed out and inaccessible when attempting to call over a Sim that is not on the same floor level as the active Sim, regardless of what the current floor level is (basement, ground floor, first floor etc.). The tooltip displays: "This Sim is too far away to Call Over".
What do you expect to see? The player should be able to use the "Call Over" option between Sims while on the lot, regardless of the floor level the Sims are on.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The issue occurs between human Sims of the same Household, as well as with human Sims that are not in the same Household as the active Sim. All Lot Types are affected, even when the floor is "loft-like".

Additionally, the issue also leads to an inconsistency, as the issue does NOT occur for Pets and the player is able to successfully call over Pets using the Social Pie Menu.
