Steps: How can we find the bug ourselves? By attempting to pay the utility bills. I'm unsure if there's a specific set of circumstances that have to be met, I don't recall this happening previously. They just moved to the new lot, had no problem with paying the bills on their previous lot.
What happens when the bug occurs? The bills show up in the mailbox, phone and PC menus and the Sim is able to preform the "pay" interaction, but the bills don't actually get paid and no money is deducted from the household, eventually the power and water get shut off and sim are still unable to pay the bills.
What do you expect to see? Bills being paid and money deducted from the household after the "pay bills" interaction is preformed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I'm currently playing at "The Summer Home" lot in Windenburg. The household consists of 2 adults, child, infant, newborn, dog and a kitten.
I finally finished up making most of their house after 2 days and was excited to play when all of the sudden, electricity goes out. I was certain I paid the bills when I got them, but nevertheless I try to pay them again and nothing happens. The bills show up in the mailbox, phone and PC menus and the Sim is able to preform the "pay" interaction, but the bills don't actually get paid and no money is deducted from the household.
The obvious first step I took to try and solve the issue was restart the game, but that didn't work.
After that I attempted to repair the game (verifying the integrity of the files on Steam), but everything checked out alright.
I attempted to replace the mailbox, but that doesn't work either.
Had my sim travel off the lot and that didn't work as well
Switched to a different household and back to the one I played and, you guessed it, that didn't fix the issue either.
Loaded a different save and back to the one I played, didn't work.
I tried to pay with both adult sim in my household, but the problem is persistent.
I don't have any mods instaled and I have every expansion pack except Lovestruck, all game packs, all stuff packs and a decent amount of kits.
