It basically works as if you're building walls/fences but instead the tool "draws" awnings. It was included in TS2 OFB. You could make awnings next to walls ornot. So instead of using limited wall decorations you're putting down awnings in the length and shape that you want. They had multiple styles too. It was great for the exterior of stores, restaurants and hotels in TS2.

You can't really do that in TS4.
