I don't know when or if we're allowed to start visiting the festivals in San Myshuno - the rules don't expressly forbid it, but it *feels* against the rules, even if the lots are all empty. However, if you go the Spice Festival enough times, it will eventually spawn a UFO plant there! I basically travelled there, came back, travelled there, came back, and so on, until eventually I got a UFO! It felt good to accomplish the goal, if a little cheaty!
I haven't restricted San Myshuno or any other worlds because of their aesthetics--I feel like that should be up to the player. The only reason Strangerville and Britechester are restricted is because they have unavoidable gameplay changes if you live/visit there. So if anyone REALLY wanted to get a UFO before rockets, they would be free to do this. I've honestly never liked the festivals much so I didn't even know this was something you could do!
