If you're building budget homes (especially starters) but you're being cautious about not exceeding your expected budget, I have my budgeting tips to share so it can make it helpful for builders like us.
Tip #1:

If you wanna add a gate in your yard build, be sure to replace your desired fence location with a cheapest fence.

Cover them with a gate.

If you place a stair, it seems like you lot price won't decreased. It is because there's still a fence in here.

Try to remove a fence to a location where you place a stair.
