My plan is to stick eight Sims in the lowest basement level of a haunted house, unable to move to a higher floor until they meet the requirements. Each new floor comes with more comforts and options...

This actually sounds really interesting. I have some ideas.
Requirements:
Get from 4th basement to 3rd: Randomize likes for all of the sims until you get a hobby dislike. Reroll if the hobby is something they can't do in a basement (e.g. snowboarding). They must achieve level 3 of the skill that they dislike. Also achieve level 1 of an aspiration, player's choice.
Get from 3rd to 2nd: Achieve level 6 of their skill and level 2 of their aspiration.
Get from 2nd to 1st: Finish their skill and level 3 of their aspiration.
Get from 1st basement to the ground floor: Finish their aspiration and make a friend on the outside (chat on computer to get started). This friend will help them escape.
Amenities
4th basement: I would put all of the basic necessities in the lowest basement, I would just only put one of each. The toilet should be a bush, so it doesn't require a separate room, but it provides privacy. Hygiene is from the sink like you said. You also have to have any necessary items for building their assigned skills and completing level one of their aspirations, otherwise it's not fair.
