Can you access a lower level in an Apartment in San Myshuno?

Some of the bigger apartments have more than one story--you could try having the party on the upper level with the steam vents on the first floor. I don't believe you can access or build on lower levels in a single story apartment, though.

It sounds like a neat effect. I never would have thought of that. Hope you get it working!
