Her apartment triggers after what seemed like 3 days worth of 12 and 24 hr missions by wiggum, quimby, and Nelson. When Nelson finally makes Lisa and Bart go to school you are about to build it.

I'm now in the fist 12 hours janitorial cleaning to nelson and I have a saving of 184k to purchase this house. Looking what thejudd67 put here, i'm about two or three days for the apartments. I think that I can purchase some new lands.

I also have 234 candy, i need some for 300 to purchase the little mr. Burn.

Just had Bart and Lisa finish school, which was given as a task. Also had done all of Nelson's tasks before. Nothing triggered. Does someone else need to be free (skinner?) to actually trigger the building?

Ok figured it out. Skinner has to be free after Bart and Lisa go to school
