How to make a World Editor work for The Sims 4

Alot of you might be wondering how can EA make a Create a World tool, seeing how neighborhoods are just environments you can't really explore, with patches of lots (space you can walk on/ build/ explore), and the rest being just decoration.
Worlds right now don't even have hills or different levels. So how can it be possible (noting that changing how the worlds and how the lots work on them is IMPOSSIBLE without changing the whole game at its core, a huge chunk which could take a year) to make custom worlds?

This is how! EA should create a menu where you can pick from 5 to 10 premade template worlds (desert, green suburbs, space, island maybe, etc.) and those templates will have several empty lots but will be different in composition and topography etc. More of these templates could be added with future Expansions (Island, Mountain, Exotic etc.).
You can choose a template: let's say the desert one, and pick what terrain color you would like (Green, Sand, Brown Earth, Moon rock, Red, Purple). These are textures that are applied to the entire world, with the ability to add custom terrain colors.

So really the Create a World tool can be as simple as this! Create many example models and offer the option to choose what terrain you would like it to have, and voila! Infinity lots and infinity worlds! I don't think I would mind having several worlds that look the same but just having the option to multiply the number of lots for my houses and community buildings would be great.

What do you guys think? Let's start a conversation on how this could be feasible for EA and realistic for them to create soon.
