Ideas on How to Manage NPC's?

I think we all know that the NPC system in The Sims 4 could do with a refresh. How could we make NPC's an asset rather than a hindrance to gameplay? Here are my ideas:

Can view master list of NPC's in manage worlds and create our own perfect maids, bartenders, etc. and make edits to them.
Ability to assign roles and jobs within CAS.
Option to have only one NPC per job, world, or commercial lot.
Lock motive decay for NPCs performing jobs and roles.
Ability to choose our played sims for roles like homeless, entertainer, etc. or employ them in NPC jobs like maid, bartender, pizza delivery, mail delivery, etc.

    I would love such a system. It would make gameplay more immersive if we could assign our own played sims in NPC jobs around town.

    And an option to stop the game from generating new sims. I play with aging turned off and I have more than enough sims to fill every needed role.

    All good ideas that would improve the game.

    I'd add that NPCs should be dressed from the Styled Looks pool of clothing and that we could have the ability to create/download Styled Looks. I'm so sick of having to go in and manually dress Townies that look like they have been dressed by a toddler.

    I keep the basic NPCs but fill up my worlds to the maximum of Sims allowed, about 250 Sims (until I get a more powerful laptop). I find my own Sims doing the walkabouts and visitors at venues.
