My 'highschool graduation' was a letter in the mail, saying that I'd completed my HSC, and therefore didn't have to try to complete any more subjects. No special outfit required, I probably was in my pjs at the time.
It's a US thing. There's a full ceremony with caps and gowns when we graduate high school or college.
