New toggle on/off options for Pack Settings

- @Mak27 Re. laundry, that gameplay is off if you don't put hampers or washing machines/dryers etc. on your lot. You can change some Eco Lifestyle settings in Gameplay Options. For holidays, you can remove them from the calendar or change them.

I wish decorative laundry objects then, similar to the water heater and the fuse box in For Rent EP.
I prefeer only toggle off all of those.- I would love a toggle for NAPs, to be able to fully disable them in all neighbourhoods in one click.
