NPC Employees at the Hospital Should actually GET TO WORK.

I've never made it through the doctor career or the detective one, but scientists work pretty well(sometimes they are on the machines you need) and detectives seem to be doing something as they are always on computers. Doctors can be frustrating. I tried it once and it was annoying because I felt like I needed to do everything and couldn't. Once the NPC just stood there and wouldn't move and I couldn't get to the patient to treat them.
