Well, one of the gurus did say that almost nothing is impossible to achieve in the game. It's just a question of whether they'd put the time and work in to do it.
It is one of the things putting me off playing and I am hoping that one day they would at least open up the 'mini hood' areas so that sims can visit the 5 or 6 Lots within an area without going through a loading screen.
