No idea. I brang this up before, noting that the objects within the houses were already fully rendered (peek through your neighbor's window). One idea that was presented to me had to do with the fact that the game randomly generates sims to pass by and enter lots. Something about how many sims it would generate and the lag involved. I don't think there's any merit to that theory though because I feel like that's something they could fix or prevent.
