A low-end machine is a machine that either doesn't meet the minimum requirements for the game, or barely does.
But they aren't catering to those. The machines that don't meet minimum are crashing away if they can load the game at all; the tech forum demonstrates that. And so many people come in hoping to play the game on a laptop they bought for what they could afford, and which they need for school etc., so they can't just get a PC. The barely-above-minimum machines are fine for now -- on low settings -- but will likely start to hit issues before long with EPs etc.

This makes no sense at all. Smaller market = higher price, not lower.
