They left them out because creating a game engine without them was much quicker and less expensive. I don't think they did it for the fans who had crappy computers, that is just a convenient excuse, I believe so anyway.
I just think it would have been odd to have gotten a game with open worlds and still be missing lots of basic features, colour wheel included. Where those things also left out for the player's benefit? I'm sure if they could pretend they were then they would.
By the way I love the Sims 2 and I don't really mind not having open worlds. This if from a person who isn't particularly angry about the situation.
I don't know too much about the technical parts of game development but I'm pretty sure that's something that would have excluded pretty early one. Mostly because it was an online game like Sims online, it's really looks similar with the areas and all.
They will always pretend that they were doing it for the players but we know EA ;)
