That's not the case for everyone, especially for people with low end computers. I've heard that someone had a 45 minute wait time for TS3 to load, but they were probably exaggerating. It must have been more that 10 or 20 minutes, for me it was around 5 or 6. That said, I'd rather have multiple short load screens than TS3's. Though I must agree with people on this, TS4 shouldn't have loading screens for their next door neighbours house. That's just ridiculous and very lazy on the devs part.
People who had such big load times definitely had their game borked for one reason or another, or a computer which simply wasn't able to handle it. Sims 4 sure is a great alternative for players with stone age computers but I refuse to take those examples into consideration when it comes to comparisons, for the same reason I would not compare the lap time of an F1 racing car with a Smart and talk about competition.
