I think the only way this would happen is if they brought in a new team of people. The current team obviously aren't keen on the open world approach otherwise they would have shipped the game like that. They have already said that although it's possible to code the engine different for open worlds the cost and time involved in that process would be huge. I have to agree that the loading screens are getting longer and this is still just a base game. When we have 3 or 4 expansions it's gonna become a big problem and I doubt we'll see much different between this game and the Sims 3 in terms of lag. You definitely need a better graphics card than the Sims 2 to make the game look nice as well, you need a pretty good one if you want everything to look good, including the windows which require advanced anti-aliasing to not have jaggies.
Well the same people made Sims 4 that made Sims 3. So how is that going to help? Personally I have no issues with Sims 4 - nor did i have many issues with Sims 3. I enjoy both of them as well as Sims 2 also.
I don't have any hang ups about loading screen or not having load screens - and I have no qualms about taking my Sims out and about in Sims 4. It is much more fluid and open than Sims 2 was, and I still enjoy playing some Sims 2. But I also love the Sims 3 and all my Supernaturals in particular, as well as the Oasis Landing world and concept in Sims 3. Sims 4 I am enjoying it so far - but I honestly can say is I know i will enjoy it a lot more when more eps with more worlds and more Community lots exist. That to me is the only issue is the fact it is just a base game. Not one of the Sims 2 or 3 base games did i ever feel fully amused and entertained with. It took at least 2 ep - although i have to admit Sims 2 with all generations was the most entertaining base game, and having UNi as it's first ep kept me interested with no sense of needing another ep and more experience. Sims 3 did not really hold my interest until it had two eps - although I like WA, the game felt more like a job at time, and I was not able to just relax and enjoy just playing until Ambitions and the new careers came out. Those were fun - well sans the fireman career - that one was a bit nerve wracking with the natural disasters thing - but the rest was tons of fun. As was most of the rest of the eps.
But for me a base game is never a complete game, and I pretty much cannot spend endless hours enjoying just a base game - I don't care which Sims game it is - so.... I don't even think changing the map to be more open would do as much as people think it would anyway. For me the game will be much more entertaining when more eps are introduced. Load screen or no load screens.
I should add though length of load screens are not a big issue for me either. They never really bother me. Maybe the fact I always have a decent pc makes me less aware of how annoying they probably are to players without great pcs. I can't say as that is not my experience. But so far for me Sims 4 loads are hardly more than an eye blink - and i am already bugging hubby for a new rebuilt after Christmas even though he did some rebuilding on this one back in late August. But that is just me with my eye on the newest Asus mobo coming out shortly. In fact even today hubby left for Maine this morning to go pick me up a new wide screen monitor. My middle son has his own pc shop and has me a new and bigger wide screen seeing this one is almost 5 years old - and the first step I needed before I even get another new rebuild. hehehe
