I vote for Hydrophobic, since I feel that's got some potential for interesting characters, especially in places like Sulani (and to a lesser extent, Brindleton Bay and Windenburg. Heck, you could expand on it and make it so they get Uncomfortable (or Scared, if you made that an emotion) when around a broken sink, shower, bathtub, washing machine (if Laundry Day Stuff is installed), playing on the slip-n-slide (if Backyard Stuff is installed) or sitting in the hot tub (if Perfect Patio Stuff is installed), when fishing, it rains if you have the Seasons pack installed. Further, their Uncomfortable moodlet is doubly effective if they urinate themselves, and any drinks made through Mixology give a weaker moodlet. They'd also gain Diving skill slower and gain Fitness skill slower from swimming.
