Question: how to build underwater in TS4?
I'm trying to create a submarine house, and have seen lots that are either partially or fully submerged in water/pools. Can someone please explain how this is done?

- Use the basement wall tool and shape the area of your construction and build a pool around it. Remember that you build the pool on ground level, not underground where you see the basement floor.
PS. You can't build underwater is Sulani. You can place objects and fake a build like that but it's unusable for anything but swimming.
