What CAN be done to fix TS4?

This is an issue I have had since the game came out and I don't think anyone else has mentioned it. I still find my town repopulates SUPER slow, and I would like an option to not have as many NPC/townie/etc. ghosts. It's annoying when my sim goes to the club and every single other sim there is an elder ghost. More population of teens/kids/adults/etc. Also I find that the game very rarely moves sims into houses, does anyone else experience this?
