The buy restrictions are for Build/Buy mode only. Aspiration Points are free game and can be used anytime.
Exception : (Build/Buy) You may buy an item to mark the day you use a Youth Potion. This is an unpredictable date so is an exception to the purchasing restrictions.
You can also go into Build/Buy to rearrange ... but not buy ... items on your lot.
Yes you can plant directly on the ground.
