I like your idea and I would like to add Leaf Blowers to your suggestion. I was thinking this a few days ago, when my Sims were raking leaves during the fall seasons.
I think our parent Sims should give their children Sims chores, like raking leaves or mowing the lawn. Should we also include having children earning an allowance for doing scheduled chores? We have that bulletin board and that Calendar. Why not allow parents to organize chores and responsibility routines for their children? Maybe even a small reward system. The kid can just go up the board, view it and have them do what they are assigned to do.
