If you think having Monica in Willow Creek would be more convenient or fun, I think it's fine to move her.
My legacy is heavily gameplay-based, and in the beginning I used to miss a lot of shots and make a lot of mistakes, but now I don't miss that many because I take a ton. I still make mistakes, though. In a post I'm preparing, I had some shots that I wanted to use but I noticed the walls were cutaway and now I just won't use them... :| . But, overall, I find that because I have so many screenshots I don't have to worry that much about directing and I can let a story kind of tell itself (or invent one from 1,000 pictures :D). Anyway, I think the neighborhood can have a significant effect on gameplay. My Sims don't have any neighbors and that's changed how I play a bit. They have to be a lot more proactive about meeting other Sims and that can be annoying.
