Hi, Ash! Welcome to the challenge. I'm sure you'll enjoy it.
As far as the lot size, you can pick whatever you want. I don't think you can move, however, once you settle on a plot of land. The reason the smaller lot was recommended is because it gives you the max amount of leftover funds with which to build/live until you start making some income.
Since your home is 64-square tiles, you'll have no problem fitting it on the tiniest lots. If you pick a larger lot, you can build these great, expansive homes like some of our challengers have done (they are spectacular!). Or, on the smaller lots, you can build up, adding more floors. If you're like me, you can pick a tiny lot and just place stuff on it haphazardly. Neither of my homes looked good. For example, I had 20 columns just sitting out in the yard, attached to nothing. Looked pathetic, but met the requirements :).
You can add onto your home as soon as you want -- even on Day 1, if that's your desire. Just make sure your Sim has no access to the other parts of the house (no doors or archways leading into/out of the extra rooms).
With regard to stairs, I don't know for sure. I'd imagine it might be problematic because your Sim has to have access to the mailbox and I don't think the mailbox can be raised (and remain functional). Someone else will probably have a better answer.
