Not 100% sure. I believe I needed 50 posts and had to be a member before I could post pics. However, there were some really bad people ruining things for everyone lately, and they have changed the rules. I know you have to be registered for (I think) 8 weeks now before you can change your profile pic, so I don't know what the rules are for in comment pics.
